Carlos graduated from the “Universidad Rafael Belloso Chacin” (Maracaibo, Venezuela) and received the degree of “Abogado” (Attorney). Carlos also graduated from the George Washington University and obtained an LL.M. in General Law Studies. Carlos is admitted to the D.C. and Maryland Bar.
